Mountain Flying and Back Country Airstrip Operations 

This event will include an in-depth look at serious mountain flying and back country airstrip operations from an experienced pilot who has been there! John Litton has 40+ years of experience operating at high altitude, mountainous, back country airstrips in California, Idaho, and throughout the West.  He will talk about what you need to safely fly in this environment, including Aircraft Requirements (type, power, modifications), Pilot Requirements (what training you need, where to get it), Proficiency, Preflight and Planning Resources, High DA and Unprepared Runway Performance (real-world vs ideal charts, leaning procedures, loading), and Real-Time Decision-Making (should I attempt a landing or takeoff? Go-around options?).  John has some great videos of high-country landing strips (beautiful and will convince you that you need specialized training) and will include several accident reviews. Coffee and snacks will be provided by the AV 99s. The terminal restaurant is open from 8AM to 2PM for breakfast or lunch.

Whiteman Airport Pilot Briefing/Local Procedures/Safety and Best Practices

This seminar will review what pilots need to know to operate safely and legally, with particular emphasis on procedures, operational considerations, and safety concerns at Whiteman Airport and within the surrounding airspace. Whiteman Airport Air Traffic Manager Will Hoyt and local pilot and flight instructor Michael Williamson will share practical information, local knowledge, and recommendations intended to help pilots improve situational awareness, reduce risk, and operate safely in the Whiteman Airport environment. Pilots, student pilots, flight instructors, aircraft owners, and interested members of the aviation community are encouraged to attend.

Introduction

General William J. Fox Airfield is located in the City of Lancaster, approximately 75 miles north of Downtown Los Angeles, with convenient access to the Antelope Valley 14 Freeway. The airport encompasses 1,217 acres—the largest footprint of the five County airports—and facilitates more than 49,000 takeoffs and landings each year on its 7,201-foot asphalt runway. The airport was originally constructed by LA County and opened for business in 1959. It primarily serves the City of Lancaster, the Antelope Valley, and the greater Los Angeles area. It is publicly available to general aviation aircraft 24 hours a day, seven days per week, and is home to nearly 200 based aircraft, a restaurant, and several aviation-related businesses. Additionally, the airport serves as a base for the U.S. Department of Forestry’s local air tanker program and has light cargo operations.

LA County airports host and support—along with aviation, non-profit, and community partners—various events that are open to the general public. These include static aircraft displays, fly-ins, air races, air shows, and open houses. Opportunities for youth to explore aviation careers are also available.

Airport Overview

General William J. Fox Airfield features a contract air traffic control tower, a 7,201-foot by 150-foot asphalt runway (6/24) and has ample capacity to safely and efficiently accommodate a wide range of fixed-wing and rotor-wing aircraft.

Hangar and Tiedown Rental Information

Aircraft tiedowns and hangars of various sizes at the airport may be rented from Public Works on a month-to-month basis.  

County-owned hangars are intended for the non-commercial storage of airworthy aircraft. However, consistent with Public Works’ Month-to-Month Leasing General Plan/Policy Regarding the Use of Aircraft Storage Hangars for Non- Aeronautical Purposes, County-owned hangars may be used for the non-aviation self-storage of personal property and household goods on a temporary basis only when aeronautical demand does not otherwise exist for the hangar(s). Please contact the Airport Manger’s Office at (661) 945-0078 for more information about aircraft tiedowns or hangars available for rent at the airport or to be added to the hangar waiting list. Note that the hangar waiting list is for aircraft owners who are ready, willing, and able to rent a County-owned aircraft storage hangar, when available, for the storage of their airworthy aircraft. 

Pilot Safety

Public Works is committed to promoting a culture of safety at each of the County-owned airports. Through infrastructure improvements, FAA safety partnerships, pilot education, and open communication with the aviation community, we strive to reduce risk and support safe operations every day. We encourage all pilots to participate in recurrent training, stay proficient, and take advantage of FAA Safety Team (FAASTeam) and other pilot safety seminars and resources.

Noise Abatement Program

LA County airports are surrounded by noise-sensitive residential and commercial areas. As such, each airport endeavors to be an asset, not a nuisance, to their respective local communities. In order to help mitigate potential negative impacts from aircraft operations and enhance compatibility with the surrounding communities, the Department of Public Works maintains a proactive noise-mitigation program with requested visual flight rules (VFR) flight paths, operational restrictions, and limited activities during certain hours of the day.

Pilots should be aware that LA County airports‘ neighbors—residents, business owners, visitors, and wildlife—are sensitive to aircraft noise. Airports’ staff ask that pilots follow these noise abatement procedures—only when practical and consistent with the safe operation of aircraft—to protect the quality of life for LA County community members:

• North traffic pattern.
• Right traffic Runway 24.

Brief History

General Wm. J. Fox Airfield was constructed by the County of Los Angeles in 1959 at the behest of Brigadier General William J. Fox, a Marine Corps officer and the County’s first engineer and urban planner. The airport was developed to support the region’s growing aviation needs alongside the expanding military operations at what is now U.S. Air Force Plant 42.

Over the years, the airport has played an integral role in supporting the Antelope Valley’s emergence as the “Aerospace Valley.” The airport has hosted numerous air shows drawing in thousands of people over the two-day event, and in the late 1950s and 1960s provided passenger service to regional destinations including Los Angeles, Ontario, Burbank, Las Vegas, and San Diego. An FAA Airport Traffic Control Tower was commissioned in 1975, and continued investment has supported the construction of hangars, aircraft storage areas, and ongoing runway and taxiway improvements.

Today, General Wm. J. Fox Airfield is a thriving general aviation airport, facilitating over 70,000 aircraft takeoffs and landings during 2025. It plays a critical role in regional and statewide aerial wildfire operations, regularly supporting large air tankers, CAL FIRE, and U.S. Forest Service aircraft through its on-site U.S. Forest Service Air Tanker Base, as well as helicopter firefighting operations and supports numerous aviation businesses for aircraft maintenance and avionics, flight training, and the Antelope Valley College’s Airframe and Powerplant program. With an Airport Traffic Control Tower operating daily, state-of-the art navigational aids, and an advanced weather reporting Automated Surface (weather) Observing System (ASOS), the airport safely and efficiently accommodates a wide range of fixed-wing and rotary-wing aircraft ranging from small two-seat, single-engine propeller aircraft up to much larger and higher capacity turbo-prop and jet aircraft.

Overall, the airport plays a vital role in the nation’s integrated system of airports and is an asset to the local communities, serving the diverse constituents of the Antelope Valley and the broader County of Los Angeles.
