FLOOD CONTROL PERMIT - EXPRESS FLOOD FILM SCOUTING

The content of this page will provide guidance on obtaining express flood film scouting permits.

 


Apply HERE for an Express Film Scouting Permit to access facilities in the Los Angeles Flood Control District right-of-way for film scouting purposes. This permit can be used to access Flood Control Facilities except: dams, dam appurtenant structures, pump plants, and debris basins. If access is requested into any of the sensitive facilities listed above, please apply for a Flood Access Permit HERE.

After a permit application is received and fees are paid, an Express Flood Film Scouting permit will be issued. The permit will provide contact information for an employee of the Flood Control District who can be contacted to schedule a date and time for access with an escort.

Please note of the following conditions for an Express Film Scouting Permit:


  1. 1.

    Access will only be allowed within a 48-hour clear weather window as forecast by the National Weather Service.

  2. 2.

    Access will not be permitted within areas of the District's property that hold or convey waters without written permission from the District. This includes but is not limited to certain areas of reservoirs, debris basins, spreading grounds, channels, drains, and low-flow diversions.

  3. 3.

    Access will not be permitted within any interior spaces of any dam, dam appurtenant structures, or spreading grounds, including control houses, galleries, and penstocks without written permission from the District.

  4. 4.

    Access will not be permitted in areas within the District's property that are restricted due to health and safety requirements, including fall, confined space, or other hazards.

  5. 5.

    Access may be restricted to District property due to District's security or operational requirements.

  6. 6.

    Access through the District's property for scouting activities shall be limited to foot-traffic only. Vehicular use through District's property shall only be for travel to and from the designated meeting point.

  7. 7.

    No drone, unmanned aerial vehicle, or similar devices shall be used on District's property.

  8. 8.

    Payment of $100 must be made prior to permit issuance.
