CONNECTION PERMIT APPROVAL PROCESS



Connection Permit Preparation


  1. 1.

    Storm Drain System

    Determine if your project is part of the LACFCD.

  2. 2.

    Letter of Authorization

    Required when the owner of the project is not the applicant.

  3. 3.

    Contractor Information

    Contractor license number and insurance required.

  4. 4.

    Engineering Plans

    Signed and California P.E. stamped. Must show District right-of-way, facility name, stations, details, construction notes, cross sections.

    Allowable “Q”

    An allowable discharge flow rate (QAllow) and hydraulic grade line data (HGL) for the affected system shall be obtained from the LACDPW Design Division by emailing hydraulicinfo@dpw.lacounty.gov

  6. 6.

    WSPG Analysis

    WSPG Input and Output files (pdf). Based on mainline HGL. Size connection to ensure the HGL at the first downstream inlet is within 12" below the finished surface.

    As-Built Drawing

    Available on the Department's website.

  8. 8.

    Right-of-Way Map

    Available on the Department's website. Identify the location and limits of the project on the map.

Connection Permit Submittal


The steps below will guide you through the application submittal process in EPIC-LA.

  1. 1.

    Apply with EpicLA

    Select "Flood Construction Permit" from the “Apply” pull down menu.

  2. 2.

    Locations

    Select the blue box to provide the project address and/or parcel number. Parcel information can be found using the County Assessor's website. If no address can be found, skip this step and include the location in step 5 below.

    Type

    Provide a detailed project scope in the “Description” box.

  4. 4.

    Contacts

    Add permit owner and contractor, they will need to create EpicLA accounts also.

  5. 5.

    More Info

    Provide all requested information. Acknowledgements must be accepted.

  6. 6.

    Attachments

    Upload files such as plans, contractor’s insurance/license, letter of authorization from permit owner, and any other relevant project documents.

  7. 7.

    Summary

    Review project before final submittal.

    Once submitted you will receive an email with your permit number.




Connection Permit Review and Approval


  1. 1.

    Each submittal will be assigned to and reviewed by a permit engineer. The applicant will be contacted by the permit engineer.


  2. 2.

    During the review, a plan check fee invoice will be generated in EpicLA. The fee must be paid before any further work will be performed.


  3. 3.

    Following payment of the plan check fee, the submittal will be routed internally for comments. Comments will be made available to applicant.

  4. 4.

    If there are comments, this step will go on until the submittal is approved.

  5. 5.

    Once approved, a final invoice will be generated for inspection and issuance fees. Any outstanding items must be submitted before the permit is issued.

  6. 6.

    Following permit issuance, the applicant must comply with all permit conditions. The new point of contact will be the field inspection personnel indicated on the permit.
