Pacoima Reservoir Restoration Project

Project Overview

Pacoima Dam is located approximately 4 miles north of the 210 Freeway in Sylmar. It provides crucial local water supply and flood protection for millions of Angelenos.

As a result of a series of fires followed by storms over the past few years, the Pacoima Reservoir has excess sediment buildup and is at risk of becoming inoperable. This sediment will need to be removed in order to ensure the Dam continues to protect local homes and residents from future extreme weather.

To do this, the Los Angeles County Public Works (Public Works) is planning a Reservoir Restoration Project, tentatively starting construction in late 2025.

Latest Project Updates

10/16/23: Notice of Preparation for Draft Program Environmental Impact Report:

Public Works is preparing a Draft Program Environmental Impact Report (PEIR) pursuant to the California Environmental Quality Act (CEQA). A Notice of Preparation (NOP) has been prepared to seek input regarding the scope and content of the environmental information to be included in the Draft PEIR.

A 30-day review period for the NOP began on August 16, 2023. In response to community requests, Public Works extended the comment period by 60 days until 5 p.m. on November 17, 2023.

Community members will also have an opportunity to provide comments on the full Draft Report once it has been completed in Spring-Summer 2024.

Community-First Approach

The Project is in the early planning stage and various options are still being assessed. Community members will be able to provide ongoing input into the Project elements and details as they are developed over the next few years.

One of the first of many opportunities for community input is on what environmental issues should be analyzed in the Program Environmental Impact Report.

We are committed to working closely with the community throughout the entire Project to find ways to best minimize any short term disruptions in order to achieve the long term benefits of this crucial Project.
